Protection of witnesses in the case of animal cruelty?

I'm researching a story I'm writing, and I was wondering if anyone known about the protection of witnesses or reports to help capture some of committing crimes against animals? A website would be useful too!

In almost all cases of cases of animal cruelty charges involving the state, not federal. No state has a budget for the relocation of witnesses. The government Federal do only in exceptional cases and not all states.
